At the beginning of March, the annual two sessions were held in Beijing. As a grand gathering of the people, every detail of the two sessions touches people's hearts and connects China's development with people's lives.  

So let's talk about the "two sessions"(人民日报翻译版).

性质：最高国家权力机关

Nature: Highest organ of state power

中国人民政治协商会议

the Chinese People's Political Consultative Conference （CPCC）

性质：中国人民爱国统一战线的组织；中国共产党领导的多党合作和政治协商的重要机构；我国政治生活中发扬社会主义民主的一种重要形式。

Nature: Organization of the Patriotic United front of the Chinese people;  An important organ for multi-party cooperation and political consultation under the leadership of the CPC;  An important form of developing socialist democracy in China's political life.

我们看到人大代表叫“NPC deputies”，政协委员叫 CPPCC memebers——中国的这些政治概念不能说错，英文翻译自然也很有讲究。

先来说说政协委员为啥是 members？

这个比较好理解，因为“委员”嘛，就是“委员会的成员”，既然是成员，用 members 就不难理解了。

下面就来讲人大代表的“deputy”，比较有门道了：

根据牛津词典的解释，deputy 主要有两个意思：

1）副手、副职

2）（某些国家的）议员

来看 CGTN 的这段解释：

NPC deputies, or Chinese national lawmakers, differ from members of parliament in the West, who are generally full-time politicians and have their own staff and campaign teams. NPC deputies are part-time and indeed many are ordinary citizens.

人大代表，中国国家立法者，和西方议会有所区别。在西方，议会成员是全职的从政人员，他们有自己的工作人员以及竞选团队。而人大代表是兼职的，事实上很多人大代表平时就是普通公民。

可见，deputy 指“某人不在时代表其行使权力的人”，也是“副”的概念。

所以，deputy 很符合人大代表的概念，因为人大代表就是替人民行使权力的人。
